It is always the responsibility of the landowner to clear up flytipping on their own land. On publicly owned land both District Councils and the Environment Agency have powers to tackle flytipping.

The Environment Agency investigates the larger scale incidents of flytipping, involving hazardous waste and incidents involving organised gangs of flytippers.
Reports of flytipping incidents should be made to your local District Council (please select the appropriate district/borough from the navigation on the left) or to the Environment Agency on their 24-hour hotline number- 0800 807060.
