The Partnership

The Leicestershire Waste Management Partnership is made up of eight local authorities that share a responsibility for and a commitment to the effective delivery of sustainable waste management services within the County of Leicestershire. As a first for the Region, the Partnership signed a Memorandum of Understanding in late 2004 to help develop closer partnership working.

The Partnership exists at both Member (Councillor) and Officer level – the Members joining together to form the Member Steering Group (MSG). This Group consists of a Member from each of the seven waste collection authorities (WCA’s) in Leicestershire and the County Council (as Waste Disposal Authority, or WDA). The MSG elects a Chairman and Vice-Chair every twelve months, to lead the Partnership.

The Steering Group meets a minimum of four times year to discuss strategic waste management issues affecting Leicestershire and where necessary may vote on particular issues. A number of long term strategic projects are currently being considered by this Group including the necessary steps in the implementation of the joint Strategy and the formation of a Joint Management Board.

As the City Council has made its own arrangements for waste management through their partnership with Biffa, they are an Associate Member of the Partnership (without voting rights). The Senior Officers that support the Member Steering Group include a jointly funded position of Partnership Project Manager. This post is dedicated to closer partnership working within Leicestershire and in particular to develop greater integration between the WCA’s and the WDA. This work will help ensure that we meet our environmental targets and maximise our efficiency in delivering services in the future.
