Policies
Each local waste authority is duty bound to deliver services as part of their statutory duty under current British law. This basically means that the district and borough councils collect waste (waste collection authorities, or WCA's) and the County Council disposes of the collected waste (waste disposal authority, or WDA). There are many other additional services and functions that each authority delivers including waste minimisation, reuse, recycling and composting services across Leicestershire.
Leicestershire Municipal Waste Management Strategy 2006 - Strategy Review Process
In a response to changes in legislation and an increasing demand for improved recycling services, the Partnership agreed to revisit the previous waste strategy (Leicestershire Municipal Waste Management Strategy 2002). A detailed and robust review was undertaken, culminating in the production of the Leicestershire Municipal Waste Management Strategy 2006. Whilst the principals that we work by remain broadly unchanged, the new strategy sets out a long-term plan of how we aim to achieve our new, tougher targets.
Before adoption of the revised strategy, a comprehensive public consultation period was undertaken between 9th January and 22nd March 2006. As part of this process, nearly 4000 of Leicestershire's residents received a questionnaire, which were also available from libraries, service shops and council offices. A free-phone number was made available for the public to request a questionnaire and it could also be completed on this website.
The information gathered was reviewed and used to help the Partnership amend the Strategy, so that it provides the best possible plan for the management of Leicestershire's waste. Each partner authority has now adopted the Strategy, recognising it is a set of principles for the Partnership.

Under Government regulations, waste strategies are required to incorporate a Strategic Environmental Assessment (SEA) to ensure that any potential negative environmental impacts of the plan are identified.
